Hi Robert

The items in question would be cooling fins. They work a bit like the radiator in your car. They increase the surface area of the motors metal can allowing much more effective cooling. The fan blowing air across them would help disipate much more heat. Many high power electronic components have some sort of cooling fins fitted.
